Manchester city council is planning a 1.8m sq ft development on the 10-acre former BBC North HQ on the city’s Oxford Road.
Estates Gazette revealed in November that Bruntwood was buying the site to house the Sir Henry Royce Institute.
The 400,000 sq ft tech and research project will anchor a further 823,000 sq ft of commercial space that will link up with adjacent holdings at Bruntwood’s Manchester Technology Centre.
Also planned is 530,000 sq ft of residential development space comprising 650 new homes along with two serviced apartment blocks for international students.
Around 100,000 sq ft of retail and leisure space would be included on the ground floor.
The council is meeting on 14 April to approve a masterplan for the site, which Bruntwood confirmed it had purchased for around £30m in March.
A first phase would include the institute, 437,000 sq ft of residential space and public realm improvement, covering around a third of the masterplan area.
Detailed plans are to be submitted in July 2015; work is to begin on site in 2016.
