The English Cities Fund has secured a deal with Metropolitan Thames Valley Housing to bring forward 804 homes at the landmark Manor Road Quarter scheme in Canning Town.
MTVH will acquire and manage the 402 affordable homes at the £155m scheme.
ECF is a strategic joint venture between Muse Developments, Homes England and Legal & General, set up to work with local authorities to unlock complex regeneration projects. ECF is working with the Mayor’s Homes for Londoners team to redevelop the site of the former Manor Road Retail Park and HSS Hire.
The ECF partnership was set up in 2001 and acquired the site from the GLA in 2011 for £8m. ECF secured unanimous approval for plans from Newham Council in 2019 and is due to start on site with the first phase comprising 355 homes, of which 177 will be affordable.
The site is a significant addition to MTVH’s affordable housing pipeline. It builds on previous experience in Canning Town, at Brunel Street Works, the housing association’s largest site to date.
Geeta Nanda OBE, chief executive of MTVH said: “The addition of so many high-quality affordable homes will bring new opportunity to so many people. However, regeneration is also about ensuring that the local environment enhances the lives of everyone in the community … The scheme will also include commercial facilities and green spaces, which will boost wellbeing and quality of life in Newham as a whole.”

Elizabeth Wright, senior development manager at ECF, added: “Everyone deserves to live in a great place. A place that promotes health and wellbeing, sustainability and that brings people together.
“Manor Road Quarter represents the next chapter in ECF’s involvement in Canning Town, following on from Rathbone Market, which has been widely recognised as the catalyst for further investment in the area.”
Tom Copley, deputy mayor for housing and residential development, said: “This project will deliver 402 of the genuinely affordable homes Londoners so desperately need as well as commercial space and a new park to benefit the wider local community.”
