A report by the auditor general for Wales, Jeremy Colman, says the £43m National Botanic Garden of Wales was built without applying common commercial disciplines and in breach of Treasury guidelines.
The millennium project, funded partly by the public, includes a £3m science centre that is still vacant. The Millennium Commission, the Welsh assembly and a local council bailed out the garden last March after it faded financial collapse.
Colman says future landmark schemes funded by the public purse should be more tightly controlled.
