Plans to extend the right to buy have thrown the Conservatives into turmoil, after a leaked letter revealed that members of the government felt it was too risky.
Kris Hopkins, who was housing minister when he wrote the letter in 2013, stated that he thought the plans would reduce the level of social housing and was not worth the risk.
