Montreaux has received consent to build 672 homes at Ilford Retail Park.
The developer secured unanimous approval for outline plans from Redbridge Borough Council at the committee on 15 July.
Montreaux will demolish the low-rise retail including a Fitness First, Lidl and Farmfoods and replace it with 978,880 sq ft of new development.
The Ilford Eastside scheme (pictured) incorporates six blocks of flats of up to 29 storeys, with 32,000 sq ft of office, leisure and community, 10,785 sq ft of retail and a primary school.
Montreaux bought the 2.5-acre site from LaSalle Investment Management for £17.7m in 2018.
