Morley Fund Management is planning to kick-start the expansion of its £115m land and property portfolio in Cardiff Bay with a 1,236 space multi-storey car park.
It will have 800 spaces on contract to existing occupiers at Cardiff Bay with the remainder open to the public during the day.
A detailed planning application has been submitted to Cardiff County Council with work on the new £9m building expected to start in early 2006 and take 12 months to complete.
Occupiers include the Welsh Assembly Government, Bank of England, HBOS Card Services, CBI Wales and the European Commission.
Morley is currently drawing up plans to develop 6.44 acres of vacant land into 650,000 sq ft of Grade A offices with further parking.
