The National Audit Office (NAO) claims ministers have miscalculated the effects of the New Homes Bonus the government pays councils.
The government had vastly overestimated the number of new homes that would be built over the next decade as a result of the scheme, it said. Some 108,000 homes would be built and not the 140,000 the government claimed, the NAO said.
