Nearly half of boroughs miss housing targets

Almost half of London boroughs are failing to hit their housing targets, according to research from Nathaniel Lichfield and Partners London First.

The study shows 15 out of 33 London boroughs failed to meet their annual targets between 2010 and 2013.

The report, titled Carrots and Sticks, recommends the mayor be given new powers to strip councils of planning decision-making poweres where they fail to hit housing targets.

It suggests the mayor be given powers to determine all planning applications for 50 homes or more in a borough for a set period of time.

It also proposes a new financial reward, called the London Housing Delivery Bonus, be awarded to boroughs thatexceed their housebuilding target by the biggest margin.

Baroness Valentine, chief executive of London First, said: “Politicians make grand gestures about boosting the supply of housing but most lack the responsibility and accountability for making this happen.

“An important step to deal with the housing crisis in London is to use a carrot-and-stick approach with boroughs. This will help close the yawning gap between political rhetoric about getting homes built and the reality of how many are actually completed.”
