Neat and BlackRock’s £650m industrial scheme stacks up

London-based developer Neat and BlackRock Real Assets are close to securing planning for their £650m stacked industrial scheme in East London.

The Uplands Business Park scheme on Blackhorse Lane, E17, will comprise 350,000 sq ft of stacked industrial space, along with 1,800 homes. It will also create a new waterside park overlooking the Walthamstow Wetlands.

Officers at Waltham Forest Council have recommended approval for the scheme, which will be the biggest of its kind for London.

Phase one will consist of 190,000 sq ft of new stacked industrial space over four floors and 119 build-to-rent homes, of which 35% are affordable.

This first phase will allow existing businesses on the estate,  including several brewers, to move in, freeing up the remaining land for the second phase of development. Phase two will comprise 160,000 sq ft of industrial space and up to 1,680 new homes.

Neat managing director Youssef Kadiri said: “Uplands is a case study on the potential of stacked developments to unlock mixed co-locations, enabling the shared use of limited space for both light industrial and residential space. It has taken four years and a lot of coordination between all parties to make this scheme possible, but we believe it could prove a template to help alleviate both the shortage of industrial and residential land in London and other large cities.”

Neat Developments said the key benefit of the “stacked” nature of the scheme was its ability to maximising the use of limited land space by building upwards, integrating industrial uses within the residential neighbourhood.

The development is targeting BREEAM Excellent for the industrial and commercial buildings, biodiversity net gain of 20%, and reuse, recycling or recovery of 95% of construction and demolition waste and source building materials.

The start of Phase 1 construction works are due in 2025, with completion anticipated in 2027/8.
