New homes loopholes allows builders to develop greenfield sites

A loophole in the government’s rules for setting housing targets is allowing developers to focus on greenfield sites rather than brownfield ones, according to research commissioned by the Campaign to Protect Rural England.

Increased housing targets mean developers have more sites to choose from in the countryside, which offer a higher profit, leaving brownfield sites to stand idle, the report says. It is calling for the setting of housing targets to be overhauled.

Matt Thomson, head of planning at the CPRE, said the system was punishing communities rather than developers who are failing to build.
