Concessions expected at the meeting of European Union heads of government in Berlin could complicate the UK’s campaign to secure Objective One status for the Highlands and Islands of Scotland.
Nothern Ireland is expected to keep £400m of a special fund to promote peace in the province in a concessionary deal which could be agreed today.
The Daily Telegraph says Merseyside is the only British Objective One qualifier to maintain its poverty status for the next five-year programme. But The Times says West Wales, Cornwall and South Yorkshire will also qualify. It also says the Scottish Highlands will receive a sweetener.
