Nottingham has formally appealed against a government plan to appoint commissioners to run the city council.
The authority issued a section 114 notice in November over a £23m overspend in this financial year and a £50m budget gap in 2024-25.
Both levelling up secretary Michael Gove and the prime minister have said Nottingham’s financial woes are the result of poor management and leadership, with Rishi Sunak stating that the council had “essentially bankrupted itself”.
Nottingham has hit back, pointing out that austerity cuts have reduced its funding by £100m a year for the past decade, cutting its spending power by more than a quarter.
