A novel scheme is under consideration in Cornwall to help finance housing schemes for the local population. The idea is that people buying holiday or retirement homes should face having to pay a purchase tax. The National Housing and Town Planning Council said it understood why the proposal had come up but it was no substitute for a proper national policy to provide affordable housing.
