The Open University is closing seven of its 13 UK offices in an effort to streamline its service provision.
Staff will be required to relocate, take voluntary redundancy or early retirement.
Offices in Bristol, Birminghma, Cambridge, Gateshead, Leeds, London and Oxford are to close.
Properties in Belfast, Cardiff, Edinburgh, Milton Keynes, Manchester, Nottingham and Dublin will be retained.
A final decision will be taken in November, with union consultation following for an early 2017 target date for the changes.
