The Strategic Rail Authority has said passenger capacity thresholds were breached by Connex South Central, First Great Eastern, Silverlink, South West Trains and Thameslink at the end of this year and last year.
The SRA has warned the five operators that overcrowding on trains must be tackled, as figures show record numbers of people commuting into London.
