Osborne wants HS3 to link ‘Northern Powerhouse’
The Chancellor will today propose a new high-speed rail link joining Manchester to Leeds.
In a speech in Manchester today Mr Osborne will say that the ‘HS3 will create a northern powerhouse. “Not one city, but a collection of cities – sufficiently close that combined they can take on the world.”
