The identities of people owning vacant properties in Kensington and Chelsea have been revealed in an email accidentally sent out by the council.
The 1,197 owners of the 1,652 properties include former New York mayor Michael Bloomberg and a Ukrainian billionaire.
Some 603 properties, more than a third of the total, have been empty for over two years. Some 1,010 are classed as unoccupied.
