Oxford City Council has launched a hunt for a developer to deliver 2,500 homes across 18 sites in the city.
Sites will include a large plot at Abingdon Road in Redbridge, which is expected to deliver more than 200 homes.
The council said it has a number of large development sites within its boundaries, of which Redbridge is the largest. It hopes to develop the land to provide affordable and market-sale homes.
It added that there will be a potential option for more sites as the work programme progresses.
The council is currently reviewing four sustainable strategies which could require the homes to deliver a 40% reduction on carbon through to zero carbon.
It aims to procure either a single partner or group of developers in the first half of next year.
