Planning Inspectorate names new chief executive

Paul Morrison has been made chief executive of the Planning Inspectorate.

The former director of the Homes for Ukraine programme will take up the post on 14 December.

Morrison takes over from interim chief executive Navees Rahman, who will be leaving in spring to take on the role of chief finance and resources officer for the Arts Council England.

Rahman stepped into the position after Sarah Richards stepped down in September.

Prior to his stint helping displaced Ukrainians find homes in the UK, Morrison was director of planning transformation at the Department for Levelling Up, Housing and Communities, leading the government’s attempts to digitalise the planning system, overhaul legislation and introduce new-style local plans and citizen engagement.

Morrison said: “My recent time leading the government’s planning reform programme gave me first-hand experience of the many positive aspects of the organisation, including the importance of the inspectorate’s role, the quality of the people working for it, the strength of their values and the innovation of its transformation programmes. I look forward to working with colleagues and partners across the planning system again.”

Trudi Elliott, chair of the Planning Inspectorate board, added: “Paul brings a range of experience at this important time for the inspectorate and I am confident he will be a hugely positive influence.”
