Stanhope and Network Homes have submitted plans for 571 homes in Southall, west London.
Buildings of 15, 17, 21 and 23 storeys are planned by the joint venture partners.
The jv is the first to get to planning after the two signed a strategic partnership deal earlier this year.
The developer and housing association initially signed a framework agreement in 2016 to explore opportunities in the build-to-rent sector, with Laing O’Rourke recently coming on board as construction partner.
The three companies intend to identify and build out multiple sites over the next five years.
The Southall scheme will use a both traditional and modern methods of construction, with elements such as bathrooms, balconies and panelling being factory-built before installation on site, reducing construction time and cost.
Work could start on site as early as 2019 and be complete by mid-2021 if planning is successful.
More than 22,000 sq ft of offices and 3,300 sq ft of retail is also planned.
Network Homes acquired the site from Galliard in December for £17.9m, which acquired the site a year earlier from Workspace for £13m.
Southall has been designated an opportunity area and housing zone by the mayor of London to deliver a minimum of 6,000 new homes and 2,500 jobs.
The site lies next to Southall train station, where Crossrail services are due to open soon.
From December 2019, when the full route opens, up to 10 Elizabeth line services will run every hour in each direction. The journey time to Bond Street will be reduced from 34 minutes to 17 minutes.
