Nicholas Johnston has revealed plans for new homes, a beach club and an underground carpark at Bantham Estate in south Devon.
Johnston paid £11.5m in 2014 for the 728-acre estate, which includes 20 cottages and a shop, as well as the beach and estuary.
He urged villagers to be open-minded about the proposals, the minutes of the meeting with parish planners show.
