The prime minister could attend COP27 following pressure from the King, the COP president and a predecessor.
Boris Johnson has said he will be attending the climate conference in Egypt, while King Charles, who was previously told to stay away, will be hosting a reception for environmentalists at Buckingham Palace.
COP26 president Alok Sharma said he was “pretty disappointed that the prime minister is not going”.
Rishi Sunak had previously said he would not be able to attend COP27, which runs from 6 to 18 November, as he was prioritising his Autumn Statement on 17 November.
It is now believed that he may make a fleeting appearance.
Charles, who was “champing at the bit” to attend, has announced plans to host 200 international business leaders, decision-makers and NGOs, including the prime minister and US climate envoy John Kerry.
