The PREMIS property management system was developed in 1980 by PMSL Computer Services, a Halifax-based subsidiary of the Provident Financial Group. The company have a user base consisting of over 50 users including many leading property organisations. Recent installations include the recruitment agency group Blue Arrow, Coral Leisure and the Co-operative Retail Society (CRS). PREMIS works in both MS-DOS and Concurrent DOS operating systems, making it transportable across a wide range of computers from IBM PCs and IBM PC clones to large multi-user machines. Interestingly, the Blue Arrow system was installed on an existing Compaq machine, whereas the CRS system is running on a Sperry IT PC.

PREMIS is designed to complement the procedures normally undertaken by property managers or by agents on behalf of clients. It is claimed that the system has all the features one would expect from a sophisticated property management system, including rent demand generation, tenant’s and client’s accounts maintenance, property expenditure analysis, service charge account maintenance and the generation of a wide range of regular and ad hoc management reports. PREMIS also links into a purchase and nominal accounting system.

A particular feature of PREMIS is “Free Format”, a notebook facility giving users unlimited scope for their information requirements. Using Free Format the PREMIS user could, for example, store details of all zone A values, or hold tenants’ emergency telephone numbers.

PREMIS users have the back up of a specialist support staff, solely connected with the system under the “Serviceline” facility, and this, it is claimed, together with the background of the purpose-built computer site (see photograph) with over 350 professional data-processing staff, allows PMSL the flexibility and security to continue to develop and enhance the PREMIS system.

Costs of the PREMIS property management system commence at around £8,000 for the initial software. Individual tailoring and additional features are also available.
