HM Inspectorate of Police has called for laws to allow police to disrupt the building of bunkers and tunnels by environmental protestors.
Its report Keeping the Peace warns of serious injury or death unless police are able to intervene to stop the often dangerous constructions.
Demonstrators are currently encamped at the sties of proposed developments at Manchester airport, a private toll road around Birmingham and Crystal Palace in south London.
