Portsmouth to deliver UK’s first car-free community

Portsmouth Council has released plans for £1.3bn car-free, sustainable peninsular at Tipner West on the south coast.

The council is seeking to deliver a 4,000-home development with 1m sq ft of marine employment space at the 140-acre site.

It will reclaim 2,250m of waterfront, creating a new maritime community, with retail, hotels, leisure space and a school.

Tipner West promotes a “greener and cleaner living” concept, comprising a car-free and curbless environment, creating “walkable spaces” with cars concealed underground.

The scheme will incorporate “green travel”, with a bridge linking the peninsular to neighbouring Horsea Island, accessible by foot or bike. Access to water and green areas will be key features.

The council has instructed Savills to manage the project, with Gensler working up plans and ECD Architects to deliver a 3D model of the development.

Council leader Gerald Vernon-Jackson said: “The plans for Tipner West address our needs for marine employment and housing, with a large focus on health and wellbeing for a new and sustainable community.

“We don’t just want to build homes. We want to build a community that flourishes, and much thought has gone into how people can live in a more environmentally conscious way. We hope this will set the bar for future developments in Portsmouth.”

Portsmouth Council will deliver the completed first stage of the masterplan before the end of the year. It is aiming to deliver a completed masterplan and to award construction contracts by 2022. Work is to begin on-site by the summer of 2023, with a target completion of May 2018.
