The largely vacant building behind Archway tube station, N19, could be converted into a 161-room Premier Inn.
Whitbread plans to convert eight-storey Hamlyn House on Highgate Hill into a hotel.
Subject to planning permission from Islington council, construction would begin in summer 2013, with completion expected in 2014.
