John Prescott’s plans for 860,000 new homes outside London in the next 20 years face rejection from Serplan on Monday.
Serplan says the proposals would not provide cash for schools, roads and health services required. Serplan only wants 660,000 homes outside the capital.
Some councils, such as Kent, have vowed to fight the plans in the High Court. Planning minister Nick Raynsford said the government would punish councils that did not implement planning guidance. Shadow environment secretary Archie Norman wants new homes to be directed to less prosperous regions such as the Midlands and the North.
