The high court in Manchester has upheld secretary of state Eric Pickles’ decision to allow Lend Lease to build its £700m Tithebarn shopping scheme in Preston, Lancashire.
Blackburn council had appealed the outcome of last Novermber’s public inquiry into the project.
Preston city council approved the plans for the 32-acre project in July 2009, but councils nearby, including Blackpool and Blackburn, challenged the decision on the grounds that the scheme would draw business from their centres.
Peter Rankin, leader of Preston council, said: “Our focus now is working with developers Lend Lease and Lancashire County Council to take Tithebarn forward in what is a difficult economic climate.”
