Environmental groups and transport campaigners will try to block government plans to spend up to £1bn next year on roadworks and new bypasses.
The government is expected to announce detailed plans for 77 bypass schemes in the next week.
A government-financed study of a scheme in Hastings, East Sussex, published this week warns that road building could further depress the town’s economy despite strong backing from the business community. The study is the first of 27 on the impact of big schemes and it is expected to be a test case.
