Marcel Sulc, the south coast slum landlord behind companies with such names as Deadly Ltd, Grim Ltd and Pure Profit Ltd, has received more than £122,000 in development grant funding over the past two years.
Sulc, 40, is at the centre of newspaper allegations that he built a fortune from tricking people out of their homes by methods including repossession for supposed non-payment of ground rents.
Four tenants have won back flats seized by Sulc and are understood to be claiming compensation against him.
EG has learned that Sulc, who changed his name from Mark Slade, and his business associates were allocated a total of £122,598 in just 22 months between May 2000 and March 2002.
The money came from the single regeneration budget and the Townscape Heritage Initiative for work on three buildings in St Leonard’s-on-Sea.
A Hastings council spokeswoman said Sulc was entitled to apply for more grants, despite efforts by local Liberal Democrat councillor Pam Brown to prevent this.
Sulc was unavailable for comment.
