A public inquiry will be held into Ampersand’s plans to develop 511 flats in Carlyon Bay, near St Austell, Cornwall.
Work has already begun on the development, says The Daily Telegraph.
The newspaper says the developer will now decide whether to seek planning approval or refurbish the buildings under the existing permission.
