Speculation is rising that the Queen’s Speech next Wednesday will include plans for the implementation of Scottish and Welsh devolution and the creation of a strategic London authority.
Following Prime Minister Tony Blair’s first cabinet meeting this morning, sources close to the Prime Minister have been reported as saying that a Referendum Bill is already being drawn up. The intention would then be to hold referendums in Scotland and Wales this September and in London next May.
It is understood that a Bill to devolve power to a Scottish parliament, a Welsh assembly, as well as a mayor and strategic authority for London would come before the House of Commons next year. All three institutions will be up and running in time for the Millennium.
A DOE spokesperson said: “Clearly referenda for devolution figured prominentaly in Labour’s mainifesto and if they are to keep their pledges it would be logical to enclose some reference to devolution in the Queen’s speech.”
