Philip Anschutz, who is taking over the Millennium Dome, made $1.5bn from selling shares in Qwest Communications, a company that is under investigation for alleged accounting crimes.
The sale of the shares was made in May 1999 when the company now admits its profit figures were false.
Anshutz, who founded Qwest and is still on the board, is leading a consortium that agreed a 999-year lease on the Greenwich, south-east London Dome.
The government rejected last night the suggestion that Anschutzs troubles would affect its plans to hand him the Dome.
John Whittingdale, shadow culture minister, said the government should reconsider whether Anschutz was a proper person to take over the site and if he could fund it.
