Reforms to social care planned by the Conservatives will see means-testing for those receiving care in their own homes.
The changes, aimed at reducing a social care funding gap, will mean those being cared for at home will join those entering a care home in having the value of their home taken into account.
Councils will face a £2.1bn social care funding gap by 2020, according to estimates by the King’s Fund health think tank.
