The Smith Institute will launch a paper today outlining government strategy to spread prosperity out from the south east in an attempt to bring regional policy in from the cold.
It comes with the news that Vauxhall is to end car production at Luton and with the future of shipbuilding on Merseyside under threat.
Many chairs of regional development agencies will attend 11 Downing Street this morning for the launch of the paper before a meeting with treasury officials.
