Gala Coral is in prime position to bid for the Tote after ministers rejected an offer from a racing consortium and said it would review the disposal of the state betting operation.
The government entered into a closed-sales process with the consortium, regarded as a preferred bidder, after establishing a value for the business thought to be around £400m.
