Lambeth council and the GLA have proposed plans for residential development above the new Nine Elms Underground station.
The proposals are for 330 homes in buildings of between 13 and 22 storeys as well as new retail and commercial space.
The site is adjacent to New Covent Garden Market, which has planning permission for 3,000 homes, a new market, food quarter and 235,000 sq ft of office, retail and leisure space.
Proceeds from the development will be reinvested in transport including the Northern Line extension project.
Public consultation on the development will close on 7 April.
