A consortium of property owners have chosen a retail high-flyer to head the largest business improvement district-style operation in London.

Oxford Street’s BID, New West End Company, chaired by Ian Henderson, has appointed Helen Robinson OBE as chief executive.

Major firms such as Land Securities, Selfridges and Central London Partnership are behind the scheme.

Robinson said: “It is an inspired idea and a privilege to be part of this BID. I am enjoying this new challenge and hope to make a real contribution to this evolving city.”

Robinson was awarded an OBE for her 11-year-long involvement in the transport industry, serving as non-executive director of London Transport, BAA and London Electricity.

New West End will be based at LandSec’s 25-28 Old Burlington Street, W1. Robinson will be supported by former Westminster head of planning Sid Sporle.

Like US BIDS, the partnership plans to raise money from Oxford Street’s landowners and retailers to pay for improvements to the UK’s busiest retail thoroughfare.

Robinson has until February to compose a strategy and business plan for improving the Oxford Street area.

Pat Browne, head of Central London Partnership, said: “The consortium selected her because she is a heavy hitter with excellent retail connections, which can be used to develop good relationships.”

It is understood Henderson approached Robinson about the post. She defeated Dan Biederman, who runs the BID for New York’s 34th Street.
