A joint venture between Cozumel Estates, which is wholly owned by the Reuben brothers, and Folkestone & Hythe District Council has submitted initial plans for a garden town in Kent.
Plans for Otterpool Park, on a site between Folkestone and Ashford, include 8,500 new homes, 800,000 sq ft of offices, 300,000 sq ft of shops, 140,000 sq ft of light industrial and 500,000 sq ft of schools, community and health, and other uses, across 1,762 acres.
Government agency Homes England recently bought into the site, acquiring a 148-acre plot.
Farrells is masterplanner of the scheme, Quod is planning consultant, and Arcadis will lead the preparation of the planning application on behalf of the jv.
Paul Kitson, general manager for the South East for Homes England, said: “Buying this land shows how Homes England is determined to use our finance and expertise to expand the delivery of affordable new homes and connect ambitious partners.
“We have been impressed by the ambition shown by the council and landowners to deliver Otterpool Park – a garden town for the 21st century.
“Owning this land will give us a voice in delivering a community that will meet the local need for homes in a place that is environmentally, socially and economically sustainable.”
David Monk, leader of Shepway District Council (now Folkestone & Hythe District Council), added: “I am delighted that Homes England has co-invested with the council to deliver Otterpool Park. It shows the government has faith in our plans for this garden town.”
