RICS enlists Carsberg to chair residential review

The RICS has appointed Sir Bryan Carsberg to chair a review of the residential property sector.

 


The investigation, also sponsored by the National Association of Estate Agents and the Association of Residential Lettings Agents, is a move to try to influence the government as it begins its own, separate review of residential property.


 


However, some within the sector are already concerned that the government will ignore the RICS-backed review after clashing with the body over home information packs.


 


Carsberg will look into the regulation and redress of residential property, as well as the buying and selling process.


 


The BPF added that it would ask Carsberg to look at government initiatives, such as HIPs and the licensing of residential property investment clubs.


 


Sir Bryan, who is the former Office of Fair Trading director-general and secretary general of the accounting standards committee, said: “The frameworks surrounding HIPs and energy performance certificates have introduced regulatory and redress structures into relatively low-risk aspects of the property transaction, while leaving consumers in other parts of the sector apparently exposed.”



 


Carsberg aims to; examine current practices in residential buying/selling and letting/renting; consult stakeholders; highlight the pressure points in processes, regulatory frameworks and markets that work against consistency, innovation and consumer satisfaction.


 


The deadline for responses is 7 January 2008.
