The number of homes sold by local authorities under the right-to-buy scheme fell by 22% in the three months to October compared with a year ago. More than 2,400 homes were sold, the Ministry of Housing, Communities and Local Government said.
The scheme requires councils to sell homes to tenants at a discount, with 11,587 sold in the year to October and more than 2m sold since it was introduced by Margaret Thatcher in 1980.
Councils netted £205.3m in the quarter from the sales, down 17% on the previous year and the lowest amount since the final quarter of 2013-14.
