More than 10,000 people have bought their homes from councils or housing associations in 2012-2013, new figures have found.
Only 4,000 tenants bought their homes through the scheme the previous year. The average discount under the scheme almost doubled last year to £51,700 after the government reinvigorated Right to Buy in April 2012.
