Roussillon Barracks housing scheme gets consent


Planning permission has been granted for a 252 home redevelopment of the former Roussillon Barracks site, in Chichester, West Sussex.


The project, led by sustainable developer Zero C and in partnership with the Homes and Communities Agency, has received detailed planning permission from Chichester council.


The council had resolved to approve the scheme in November 2010, subject to agreeing and signing a Section 106 legal agreement, which is now in place.


The agreement means that 40% of the new homes will be affordable housing. It also includes financial contributions from the developer towards local schools and infrastructure. The agreement also included mitigation measures of any impact on the Chichester Harbour SPA.


Hugo Reeve, director at Zero C, said: “We are delighted to now be in a position to actually deliver a high quality and sustainable new neighbourhood, which will reconnect a previously closed area back into the surrounding community, whilst respecting its military and local heritage.”


The site was originally taken to market by the HCA in March 2008.  Low carbon homes specialists Zero C were announced as the development partner in November 2009.

 

Ken Glendinning, head of area for Surrey and Sussex at the HCA, said: “We have worked closely with Zero C to develop a redundant military site in the heart of Chichester that now respects the history of the town and Roussillon Barracks.


“However it also looks to the future, transforming a brownfield site into a new development of the highest environmental quality and standards.”


The first phase of construction is anticipated to be for 50 homes, located in the north-west corner of the site off Broyle road, behind the existing Keep that houses the Army Careers Centre.


Construction works are due to start in early June.
