Developer Stanhope has signed a development agreement with Wiltshire Council to deliver a 250,000 sq ft mixed use development at The Maltings and Central Car Park centre of Salisbury.
The two parties will work together to bring forward the £75m first phase of the development.
Stanhope is represented by Strutt & Parker on the scheme, and DTZ acts on behalf of Wiltshire Council.
The announcement follows a public consultation, which included a public exhibition in December last year, which was attended by over 1,000 people.
