Scaffolding standing 14 storeys high crashed to the ground at a hotel building site in central Milton Keynes.
The Health and Safety Executive will investigate the accident which seriously injured three construction workers just after 12.30pm.
The construction of a Jurys Inn has been half-completed at the site. Structural engineers speculated that overloading or construction faults caused the collapse.
