Scotland has revealed plans to ban new retail parks in an attempt to reverse the decline of its town centres.
The proposal, which would be introduced alongside a so-called “Amazon tax” on digital retailers, features in a joint report by the Scottish government and Cosla, the council umbrella body.
Both have recommended the radical measures as part of a “town centre-first” approach to revitalising shopping districts. Ministers suggested using the planning system to limit “new out-of-town development”.
The proposals come three years after Holyrood dropped plans for an “Amazon tax” on online retailers amid pressure from business and retail associations.
