Scottish land reform proposals revealed

Proposals included as part of Scotland’s land reform bill will enable the Scottish government to force landowners to sell land, and could also impose business rates on estates holding commercial shoots.

Scottish Land and Estates warned of the threat to local jobs if the proposals are adopted, while proponents complain that the measures do not go far enough. Others have pointed to the need to define certain terms in the legislation, including what is meant by sustainable development.

Ministers hope the proposals will go some way to dealing with inequality of land ownership – some 432 people are thought to control about half the country’s private land.
