Chancellor George Osborne has agreed to give ‘London-style’ self-rule powers to Leeds, Sheffield and Manchester.
The cities will be given sweeping powers to run their own affairs including rail services, roads, schools and potentially housing.
The plans will be detailed at a conference on Thursday.
