Sheffield city council has drawn up a new plan for a city centre retail quarter after Hammerson pulled out of the £500m Sevenstone project in 2013.
The council is seeking a new development partner to deliver the first phase of the scheme in 2019.
After a six-month advisory and research period, the council has drawn up a more mixed scheme to be led by retail and leisure but also providing office and residential space.
The plans would link the Moor to Fargate through Barker’s Pool, and will be available for public consultation next month.
Leigh Bramall, Sheffield cabinet member for business, skills and development, said: “This will accelerate growth in the rest of the city centre, increasing the performance of the existing retail offer and making the city centre a much more attractive shopping destination.
“The people of Sheffield have been waiting a long time for a more attractive retail destination in the city centre and we are pleased to progress to a stage where we are building real momentum and look forward to sharing our detailed ideas through consultation in the new year.”
In December, the Sheffield Retail Development Group said it had lined up £500m of funding for a 650,000 sq ft retail quarter bid, to be completed by 2018.
