Plans have been submitted for outline consent on the £480m Sheffield Retail Quarter.
The council-led plan was drawn up in January after Hammerson pulled out of its £500m Sevenstone project in 2013.
A new development partner is being sought, with the first phase to be delivered in 2019.
The plan includes up to 900,000 sq ft of mixed-use space, of which around 200,000 sq ft would be residential and offices.
It also includes a 182,000 sq ft department store, an extension to Fargate and a new car park.
A decision is expected this year.
